Midlothian Council has admitted “areas of concern” in its processes after an internal probe into public money paid towards improvements to a football club car park.
A police investigation has also been launched.
The council awarded Bonnyrigg Rose FC a £37,500 grant in 2008 from the Gourlaw Coal Regeneration fund, which it manages.
Calls had been made by members of the community for details of how the public money had been spent.
