A MIDLOTHIAN teacher has labelled a council-run car park in Dalkeith a “cash cow” and “stealth tax” on disabled motorists.

Ian Stewart (41), was diagnosed with arthritis three years ago and has difficulty walking.

He recently pulled up at North Wynd car park, clearly displaying his blue badge.

On his return 40 minutes later, he was shocked to discover an £80 fine had been issued.

Unbeknown to Mr Stewart, signage states that, although the first hour is free for everyone, all drivers, including blue badge holders, must display a valid parking ticket. After the first hour, parking charges apply to all.
