Fears in Penicuik fail to halt licence renewal

A council-run ‘half-way house’ for teenagers leaving care has been granted a licence to operate for a further 12 months, despite a catalogue of complaints from neighbouring residents about antisocial behaviour.

Parkhead Lodge, in Penicuik’s Edinburgh Road, consists of a five bedroom HMO (House in Multiple Occupation) and eight self-contained one bedroom flats.

An application – submitted by Midlothian Council and its senior homelessness officer Alexandra Marks – for renewal of the facility’s HMO licence, has been scrutinised by councillors.

Between May 2010 and May 2011 police received 29 calls relating to various incidents at the lodge.
