Plans to convert partially built holiday cottages into shops have been re-submitted, with the cottages still awaiting full planning permission.

Businessman George Russell, who runs housebuilder Russell Construction, had previously had his plans for the change of use at Soutra Mains Farm near Pathhead refused by the council and the Government reporter, and finally by the council’s Local Review Body in January this year.

The holiday cottages next to the House of Soutra cafe remain unfinished and without full planning consent.

In 2008 Mr Russell applied for, and was granted, planning permission for the erection of four holiday cottages and a coffee shop.

This application was in outline so only the principle of the development was approved.

In granting it, the planning authority required compliance with a number of conditions.
