Peter Boyes decided to test his vocal range as Councillor Cath Johnstone (SNP) was speaking about Welfare Reforms.
The bizarre moment came midway through a tense meeting at which the SNP administration approved its budget for 2013/14.
Provost Joe Wallace (SNP) threatened to have Councillor Boyes removed from the Council Chamber if he carried on singing.
