Harelaw residents are at the end of their tether as a result of ongoing roadworks in the small hamlet near Newton Village.
A private road, known locally as Old Colliery Road, was dug up as part of Scottish Water preparations ahead of the new Borders Railway.
Chairman of Shawfair Residents Association, Simon Green, has labelled it a safety hazard.
He said: “They’ve taken half of it away and the surface is now hardcore. A fire engine or ambulance would not be able to access a house belonging to my neighbour, who has health issues.
“Right now the place is a disaster zone, and from what I’m hearing there has been a debate as to who owns it. We’re having a real problem trying to find that out. The council needs to take a look at this road because it is being dug up all over the place. We’re at the point now where residents will surround diggers because no-one is taking any notice of us.”
